An economic analysis group says Nebraska lawmakers need to explore changes to the state’s tax policy.

The Open Sky Policy Institute released a report Thursday morning on Nebraska’s budget and tax policy. Executive Director Renee Fry says state government needs to look at reforming the tax code, as well as expanding what goods and services are taxed. 

The Douglas County Board is scheduled to vote Tuesday morning on a $325 million 2012-13 budget.

The county’s new budget year began July first. The budget contains no property tax increase. It's a three-point-two percent larger overall budget than last year's.

Commissioners will also hold a public hearing on a plan to merge the Register of Deeds and Assessors’ offices.

The county board meets at 9am Tuesday.

The Omaha Convention and Visitors Bureau wants to hear what places are most popular with residents and tourists.

Through the end of this month, the CVB is accepting videos for what’s called the “Welcome to the Weekend” campaign. Spokeswoman Deb Ward says the goal is to get the community involved in promoting Omaha’s attractions.

City officials hope the business and entrepreneurial communities will join arts organizations in this year’s Omaha Creative Week.

The third Creative Week begins August 31st. Right now, planned events include discussions on arts and social change, a film festival for movies made using smartphones, and an open rehearsal at Opera Omaha.

Mayor Jim Suttle says Creative Week celebrates innovations and ideas. “It’s what has made our city great and what will continue to make Omaha one of the most vibrant and unique cities in the nation.”

A monthly indicator of economic health in nine Midwest and Plains states dropped in June.

Creighton University economist Ernie Goss compiles the Mid-America Business Conditions Report. The index dropped to 57.2 in June, down four-tenths of a point from the May report. It’s the second month in a row the index has dropped.

A Creighton University economist says the Supreme Court’s ruling on the Affordable Care Act reduces some uncertainty for businesses.

The Court ruled in a 5-4 decision that the federal government can’t directly compel individuals to buy health insurance. Those who don’t buy health insurance will pay a tax. 

Douglas County Commissioners are set to vote July 10 on the new fiscal year budget.

The county’s new fiscal year begins Sunday. Commissioners held a public hearing Tuesday on the $325 million budget proposal. Departments were asked to keep their budgets flat, and justify any requested increases.

Budget and Finance Director Joe Lorenz says the county won't have to dip in to its existing reserves to fund programs in the 2012-13 budget year.
